‘Denying terrorists the resources for financing acts of terrorism is a crucial component in countering terrorism. Efforts to counter the financing of terrorism include disrupting terrorists’ material support and using details of purchases, withdrawals and other financial transactions to gain valuable information for ongoing terrorism investigations.
In order to deny terrorists the access to funding, it is necessary to understand the terrorist financing risks in a country and the region surrounding it, as well as the dynamic way in which terrorist financing risks are changing around the world. It is equally crucial to understand which legislative and operational tools are available and how to make adequate use of them in countering terrorist financing.
Through technical assistance and capacity building, the United Nations Office on Drugs and Crime (UNODC) works to help states implement several aspects relating to the countering of terrorism financing, including promoting the implementation of the relevant international legal instruments for the suppression of the financing of terrorism. UNODC is helping to develop the capacity of countries belonging to the Asset Recovery Interagency Network of Southern Africa (ARINSA), an informal network of law enforcement and prosecution agencies that tackles the proceeds and instrumentalities of crime, to counter the financing of terrorism’.
